Dr. Ronald Lott, of Orono, who was presented with the Veterinary Service Award by the Maine Veterinary Medical Association. The award recognizes his tireless efforts, through the establishment of shelters, to care for unwanted animals. Dr. Lott began his work with stray animals as an intern at Rowley Memorial Animal Hospital. In 1981, he established the Penobscot Valley Humane Society in Lincoln. Ten years later he founded the Animal Orphanage in Old Town. He also owns and operates Timberland Animal Hospital in Orono. Dr. Lott continues to donate his time to care for animals at the Animal Orphanage. We send our appreciation to Dr. Lott for his kindness to animals and extend our congratulations and best wishes to him on this occasion; (HLS 1)

Rita Wotton, of Littleton, on the occasion of her 95th birthday, December 25, 2002. Mrs. Wotton is the oldest citizen of Littleton and holds the Boston Cane. She has been active in her community and is known as the "community cook." We extend our congratulations to her on this very special occasion; (HLS 2)

Walter Litchfield, of Sumner, on the occasion of his retirement after 10 years as Fire Chief of the Sumner Volunteer Fire Department. Chief Litchfield, known to family and friends as Wally, was a founding member of the department and has served the department faithfully for 4 decades. During his tenure, the department has nearly doubled in terms of both equipment and trained membership. We join the citizens of his community in sending to him our appreciation for his dedicated service and commitment to the Sumner Volunteer Fire Department; (HLS 4)

Christopher Hughes, of Oxford, a member of Boy Scout Troop No. 196, who has attained the high rank and distinction of Eagle Scout. We extend our congratulations to Christopher on this accomplishment; (HLS 5)

Michael Wilhelm, Superintendent of School Administrative District 75, who has been named Superintendent of the Year by the Maine School Superintendents Association. We extend our congratulations to Mr. Wilhelm on this accomplishment; (HLS 6)

Lorraine Stickney, of Gorham, who is being honored by having the Gorham High School Library named after her. She is receiving this honor for her many years of community service to the town and for her service to Gorham High School as the school librarian. Dean Evans, of Gorham, who is being honored by having the Gorham High School Gymnasium named after him. He is receiving this honor for his many years of community service to the town and for his service to Gorham High School as a teacher and coach. Bev Wrigley, of Oakland, for her participation in the Head Start holiday festivities for 36 years, and for all she does to help her community. Bev has worked for the Bureau of Information Services for the past 12 years. She is retiring in August after working for 46 years for the State of Maine. We acknowledge her valuable and dedicated service to the people of the State of Maine, and we extend our congratulations and best wishes to her; (HLS 13)

` Pilots Grill. The restaurant will close at the end of December 2002 after 62 years as a Bangor institution. The restaurant, a family business run by the Zoidis family, has served as the stage for many of the State's most historic events, from end-of-war celebrations to political victory parties. Pilots Grill has been at its current location for almost 50 years, moving from its original site near the runway of the then Bangor Airfield in 1956. Current owner Bill Zoidis took over the restaurant from his father and his two uncles and was a partner with Andy Gass for almost 30 years. We extend our appreciation to the Zoidis family for providing a place of fine dining to the citizens of the State for so many years; (HLS 14)

Sidney Branson, of Windham, a family doctor in Windham for 45 years. Dr. Branson came to Windham and began his practice in 1940. He served in the United States Army during World War II as captain in the Army Medical Corps, with a 2 1/2-year tour of duty in the Pacific Theater, from New Caledonia to Okinawa. He was a member of numerous fraternal and professional organizations and was president of the Maine Academy of Family Practice and the Portland Medical Club. He was on the attending staff of Maine Medical Center, Mercy Hospital and Westbrook Hospital. Dr. Branson was instrumental in starting the Department of Family Practice at Maine Medical Center in 1957, which was responsible for training residents in family practice. He was county medical examiner for 25 years, physician for Maine Correctional Center, college physician for St. Joseph's College, health officer and school physician for the town of Windham and member of the Windham School Board for 2 terms. Dr. Branson was editor and publisher of the Pine Tree G.P., a medical magazine for family physicians. He will be greatly missed by his loving family, colleagues and many friends; (IN MEMORIAM) (HLS 15)

Alice Keene, of Oxford, on the milestone celebration of her 80th Birthday, December 16, 2002, and in extending our congratulations and best wishes to her on this occasion; (HLS 16)

the Foxcroft Academy Ponies Football Team, upon its winning the Eastern Maine Class C Football Championship and on its undefeated record (11-0) during the regular season of play. The team demonstrated exceptional effort and sportsmanship, which are a tribute to the academy. We send our congratulations and best wishes to the members and coaches of the team on their achieving this distinctive honor; (HLS 17)

Theodore R. Tracy, of Hebron, on the occasion of his retirement after 15 years as the Register of Probate for Oxford County. We extend our appreciation to Mr. Tracy for his dedication to the citizens of the State and wish him the best in his future endeavors; (HLS 18)

Carol Millett, of Norway, who has been named Employee of the Year for 2002 by the Oxford Hills Chamber of Commerce. Ms. Millett is a 30-year employee of the Town of Norway, starting as clerk and advancing to her current position as administrative assistant to the town manager. She is well-known for her reliability and her expertise involving town affairs. We send to her our congratulations and best wishes on this occasion; (HLS 19)

Joseph Cooney, of Norway, who has received the annual Community Service award from the Oxford Hills Chamber of Commerce in recognition of his unselfish and tireless efforts to support veterans and their families. Mr. Cooney is the current chair and a founding member of the Western Maine Veterans Advisory Committee. We send to him our congratulations and best wishes on this occasion; (HLS 20)

Lorraine Demers, of Lewiston, on the occasion of her retirement from John F. Murphy Homes, Inc., a residential care facility for people with disabilities, after 14 years of dedicated service. We send our congratulations and best wishes to Ms. Demers for a long and happy retirement; (HLS 21)

Bill Jack, of Bowdoin, a member of Boy Scout Troop #639, who has attained the high rank and distinction of Eagle Scout. We send our congratulations to Bill on this accomplishment; (HLS 22)

William Matthews, of Gray, a member of Boy Scout Troop #86, who has attained the high rank and distinction of Eagle Scout. We commend William for his many hours of dedicated service to his community and send to him our congratulations on this accomplishment; (HLS 23)

Ann Milliken Hamlin, of East Millinocket, beloved wife of Dr. Irvin E. Hamlin, an active participant in civic organizations and a member of the Maine Harness Horseman's Association. Mrs. Hamlin was a member of Beta Sigma Phi, a trustee of MCI and served on the boards of Community Health and Counseling Services, Oak Park Manor and Katahdin Friends. She enjoyed playing pitch and bridge with her friends and had an unending passion for horses. She will be greatly missed by her loving family and many friends; (IN MEMORIAM) (HLS 24)

the Franklin County Children's Task Force on its 25th Anniversary. The task force performs important work for and is dedicated to the children of Franklin County. We extend our congratulations and best wishes to the task force; (HLS 25)

Carl Frye, of Portland, a student at Portland High School, who was named as the 2002 Gatorade Player of the Year, for his athletic achievement. We extend our best wishes and congratulations to him on his accomplishments; (HLS 26)

Jason Pettry, of Wells, a member of Boy Scout Troop No. 356, who has attained the high rank and distinction of Eagle Scout. We extend our congratulations to Jason on this accomplishment; (HLS 27)

Ronell F. Harris, of Cape Elizabeth, beloved husband of Betty Lou Harris, a recipient of the Governor's Award for Alcohol and Drug Prevention and Education and named Oilman of the Year by the Maine Petroleum Association. Mr. Harris was part of the 3rd generation to run Harris Oil Company. He helped to guide the company successfully through the oil embargo of the 1970s, during which he was an advisor to President Carter. While at Harris Oil Company, he held many industry positions, including membership on the Board of Directors of the Maine Chamber of Commerce and Industry and the Board of the Chamber of Commerce of Greater Portland. Mr. Harris was a member of the South Portland Lions Club and had a lifetime Membership at the Greater Portland YMCA. His work at the YMCA included serving on its board as treasurer and director. He also served on the South Portland Board of Education and supported sports programs for youth, including the Sunset Park Girls Softball League and the Tradesmen's Hockey Team. Mr. Harris enjoyed spending time with his family and especially enjoyed his stays at the family summer home on Round Pond Harbor. He and his beloved wife were instrumental in the restoration of the Little Brown Church, getting it listed on the National Historic Register in 1998. Mr. Harris will be greatly missed by his loving family, many friends and those he met while serving his community; (IN MEMORIAM) (HLS 28)

Bryan and Breen Bell, of Bell Brothers in Mars Hill, who have been named McCain Foods Champion Potato Growers for Aroostook County for the 5th time. The brothers are the 26th recipients of the revolving Champion Potato Grower trophy. Bell Brothers received this honor for the outstanding characteristics of their potatoes, which include the size, defect level, color and delivery date for each load of potatoes delivered to McCain's Easton french-fry plant. We send our congratulations and best wishes to Bryan and Breen Bell on this occasion; (HLS 29)

Walter Mosher, of Blaine, who has succeeded in his quest to break the world record by completing 308 takeoffs and landings in a 24-hour period by a single-engine airplane on a single airstrip. The previous world record was set by 2 Australian pilots at 297 takeoffs and landings. We send our congratulations to Mr. Mosher on this accomplishment; (HLS 30)

Vaughn A. Martin, of Easton, a teacher at Easton Elementary School, who is the recipient of the Milken Family Foundation National Educator Award. Mr. Martin has also received the Presidential Award for Excellence in Science and has been a Teacher of the Year nominee. We extend our congratulations to Mr. Martin for receiving this prestigious award and thank him for his dedication to the students of the State; (HLS 31)

Alta Weeks, of Westfield, who has been recognized by the Maine Centers for Women, Work and Community for her dedication and generous contribution of her time to various organizations, communities, children and families. We extend our appreciation to Ms. Weeks for her commitment to the people of the State; (HLS 32)

Majorie Grew, of Mars Hill, who has been recognized by the Maine Centers for Women, Work and Community for her dedication and generous contribution of her time to various organizations, communities, children and families. We extend our appreciation to Ms. Grew for her commitment to the people of the State; (HLS 33)

Harold "Harry" S. Faust, of Waterville, a well-known community leader, mentor, educator, advocate and businessman. Mr. Faust was the owner of the well-known FrameMakers picture framing business and a person of many and varied interests, including the redevelopment of Waterville's downtown area and the promotion of local artists. He was also supportive of other community organizations, including REM and the Waterville Intown Business Association. He was an avid bicyclist and participated in 17 of the 18 Trek Across Maine events sponsored by the American Lung Association of Maine. He combined his love of bicycling and his leadership skills to help transform the struggling Bicycle Coalition of Maine into a resilient and diverse organization with many remarkable accomplishments. Mr. Faust, "Harry," will be greatly missed by his family and many friends; (IN MEMORIAM) (HLS 34)

Lt. Curtis D. Jacks, USNC (Ret.), of Sanford, who has been accepted into the distinguished Order of the Silver Rose in recognition of his sacrifice while serving his nation as a member of the Armed Forces. We send our appreciation to Mr. Jacks for his military service and extend to him our congratulations upon receiving this honor; (HLS 35)

Leo W. MacDonald, of Mexico, beloved husband of the late Yvonne Martineau MacDonald and a longtime Oxford County Commissioner. Mr. MacDonald was a veteran of World War II, a U.S. Navy Reservist and a retiree from Boise Cascade. He was a member of American Legion Napoleon Ouellette Post 24 and the Robert Shand Post 1641 of the VFW, and was a communicant of St. Theresa's Church in Mexico. He enjoyed sports and had coached youth basketball. Mr. MacDonald will be greatly missed by his loving family and many friends; (IN MEMORIAM) (HLS 36)

Clara Small, of Caribou, who celebrated her 104th birthday. Mrs. Small was born on December 13, 1898 and is the oldest resident in her community. She had 2 daughters, Evelyn and Helen; 6 grandchildren, 13 great-grandchildren and 3 great-great-grandchildren. We send our congratulations and warmest best wishes to Mrs. Small on this occasion; (HLS 37)

Ashley Gleason, of Medway, who has earned the Silver Award in Girl Scouts. This award recognizes excellence in skill development, leadership, personal growth and community service. We send our congratulations to Ashley on this accomplishment; (HLS 38)

Keith A. Bennett, of Wayne, beloved husband of Martha Farrar Bennett, an officer in the U.S. Air Force, a Boeing 747 chief ground training instructor and most recently a science teacher at Maranacook Community School. While in the military, Mr. Bennett attained the rank of colonel and was selected to attend Squadron Officer School, Air Command and Staff College and Air War College. He was the recipient of numerous citations, awards and medals during his career and received the Bronze Star for leadership in combat during the Gulf War. He served as the operations officer of the 511th Tactical Fighter Squadron and later as a squadron commander. He also served as the deputy support group commander at Davis Monthan Air Force Base in Arizona and as base commander at Hill Air Force Base in Utah. Mr. Bennett was well-known and liked in his community and will be greatly missed by his loving family and friends; (IN MEMORIAM) (HLS 39)

Boy Scout Troop #317, of Sanford, on the milestone of being a chartered Boy Scout Troop for 85 years. We extend our congratulations and best wishes to the members of Boy Scout Troop #317, past and present; (HLS 40)

the Arkhangelsk Oblast Duma, on the occasion of the visit of the Russian-American Rule of Law delegation from the State of Maine January, 2003. The exchange of representatives of our 2 jurisdictions continues to benefit all of our people and improve the ability for us to facilitate the law-making process. Josephine Arlene Stone, of Norway, a longtime resident and prominent citizen of Norway. Mrs. Stone, born in East Stoneham, was a graduate of Norway High School. She began work as a clerk in Stone's Drug Store in 1925 and in 1932 began her career as a restaurateur. Her establishment, named Barjo Restaurant in 1936, served the community until 1991. She received the first Oxford Hills Chamber of Commerce Community Service Award and the National Grange Service Community Award and was the first woman to receive the National Junior Chamber of Commerce Award. She also received many food service awards at the state, national and international levels. In 1980, she was the first woman to be inducted as Honorary Captain of the Maine State Police and was promoted to Honorary Major in 2000. Mrs. Stone loved basketball and her love of the game included a visit with the Boston Celtics and her favorite player, Kevin McHale. She will be greatly missed by her family, neighbors and many friends; (IN MEMORIAM) (HLS 42)

the Honorable Howard A. Chick, of Lebanon, who faithfully served the citizens of his community in the Maine House of Representatives for 4 terms. His expertise and interest as a farmer, hunter, fisherman and registered Maine Guide made him an invaluable asset to the Legislature and a valued and vital member of the House Standing Committee on Ethics and the Joint Standing Committees on Inland Fisheries and Wildlife and Marine Resources. Mr. Chick was active in numerous organizations, including the Springvale Fish and Game Club, the Lebanon Board of Selectmen, the Lebanon School Committee and the MSAD 60 School Board. He was a past president of Maine Association of Agricultural Fairs and the Director of the York County Agricultural Association, which operates the Acton Fair. Mr. Chick and his beloved wife, the late Muriel Chick, had 5 children, 8 grandchildren, 8 great-grandchildren and a great-great-grandson. Mr. Chick will be greatly missed by his loving family and his many friends; (IN MEMORIAM) (HLS 43)

Gwethalyn M. Phillips, of Bangor, who has been recognized by the Maine Democratic Party for her many years of service as the National Committeewoman and the State Party Chair and her dedication to the principles of fairness and equality for all Maine citizens. Ms. Phillips has given generously of her time to various organizations in our State that are working to protect civil liberties and civil rights. We acknowledge her efforts to assist Maine citizens to become involved in the political process. We send our appreciation to her for her commitment to the people of the State of Maine; (HLS 44)

Geraldine Corey, of Presque Isle, on the special occasion of her 90th Birthday, February 8, 2003. Mrs. Corey is the mother of 3 children and has been an active worker up until recently. We extend our congratulations and best wishes to her on this milestone birthday; (HLS 45)

Tiffany Lundeen, of Mars Hill, recipient of the American Farmer Award given by the Future Farmers of America. Tiffany is the President of the 4-H Club. We extend our congratulations to Tiffany on her receiving the award; (HLS 46)

Jason Woodworth, of Blaine, a sophomore at Central Aroostook High School, who won the 2001 and 2002 Class C County Golf Championship. We extend our congratulations to Jason on this accomplishment; (HLS 47)

Michael J. Roy, of Waterville, Town Manager of Oakland, for receiving the Linc Stackpole Manager of the Year Award, bestowed by the Maine Town and City Managers' Association. Nominated by town officials and employees, Roy has been recognized as being hardworking, dedicated and talented. Over the years, his efforts have secured state and federal grant money for various projects to improve the overall well-being of the community. He has been a tremendous asset to the Town of Oakland and we wish him many years of continued success; (HLS 48)

Goodwin Chevrolet, of Brunswick, recipient of a plaque from General Motors Corporation honoring its 70 years as a family-owned dealership. Since the business was founded by Joseph Goodwin, it has grown from a small automobile repair shop to a 60 million-dollar-a-year enterprise employing 148 people. We extend our congratulations and best wishes to the Goodwin family on this accomplishment; (HLS 49)

Leo J. Murphy, highly respected funeral director at Plummer Funeral Home in Augusta, on receiving the Lifetime Achievement Award from the Kennebec Valley Chamber of Commerce. Mr. Murphy has dedicated his life to helping people in very difficult times and we extend our thanks and congratulations to him; (HLS 50)
