Recommendation to the Commissioner to adopt the 2015 Professional Standards for Educational Leaders into State regulations:
As members of the State Professional Learning Committee, we have been given the responsibility to review and recommend to the Commissioner professional standards that govern the work of school and district leaders in New Jersey. In this capacity, the Committee recommends to Commissioner Hespe that the State adopt into regulation the 2015 Professional Standards for Educational Leaders, as developed under the auspices of the Council of Chief State School Officers, approved by the National Policy Board for Educational Administration, and released publicly in November 2015. These standards would replace the State’s Professional Standards for School Leaders (N.J.A.C. 6A:9-3.4).
Having participated in the national review and comment process during the leadership standards revision period, and having considered the resulting final standards, the Committee recommends State adoption of the 2015 standards for the following reasons:


  • They reflect the complexity of educational leaders’ roles and provide a vision for developing leaders who will deal effectively with the many challenges that arise from this complexity;

  • They align with the State’s vision of school and district leadership, particularly with respect to the centrality of each student’s success, the importance of instructional leadership, and the focus on the professionalism of all educators;

  • They embrace the concept of shared leadership; thus providing coherence and direction for developing educational leadership at multiple levels;

  • They emphasize the importance of continuous professional learning for all educators and the role this plays in educator effectiveness and student success; and

  • As national standards, their adoption will afford New Jersey’s educators access to aligned resources from the many professional organizations who contributed to the standards’ development.
